| Summary: The planning system of JP " Hrvatske šume " has been developed in two steps. First step was carried out in a traditional way - being descriptional, hand written and mechanical. The description of this step could be found in "Šumarski list" 7-8from 1994. Second step is " informational phase ". Using the informational means and procedures, for the purpose of management, this system was developed. In the year 1994 the project were made and computer programme was implemented in all organizational units (app. 200 units). This system was used for business planning with very good results in 1995. Analizyng the system of "Businessplanning", the basic characteristics of model were determined. They are structure -elements. This model is strictly determined by four variables, as the four-dimension system in space and time. The "Business planning" is the part of the general business information system in enterprise. But this general information system is based on the same characteristics as the newly developed model of business planning. This model, which was developed for planning system is useful for all information systems which could be determined by one time variable and three structural variables with elements which are determined by the same variables.
