SUMMARY: This paper develops a model for licensing forest contractors, designed based on contracting practice in the Croatian forestry and on the experience of countries with developed forestry. The proposed model determines possible licensees, conditions for applying for a license, protocols and participants in the licensing procedure, legal framework and legal instruments, professional institutions and licensing bodies. Definition is given of formal conditions and qualification requirements that contractors have to meet so as to acquire the license. Along with the license, the contractor is also categorised according to his/her professional competence into an adequate license category. The proposed licensing model should ensure the creation of the first officially licensed and qualified forest contractors in Croatia.
