ŠUMARSKI LIST No 1—3/1979.

SUMMARY

The work on the renewal of forests by afforesting or ameliorating of devastated
forests on Karst dates from the first half on the 19th century. At that
time Dalmatia and Istra were Austrian provinces and Northern Croatian Littoral
was devided into the so-called Civil Croatia and Austrian Military Borderland.
Such a division of today´s territory of the Socialist Republic of Croatia was the
reason that also the afforestation of Karst was carried out separately, even
differently for each part. In order to assure as solid as possible basis for the
renewal of forests on the territory of Civil Croatia, JOSIP LORENZ, a grammar
school teacher at Rijeka, prepared a special study in 1860 (»Bericht über die Bedigungen
der Aufforstung und Cultivierung des kroatichen Karstgebietes«, Wien
1860), whereas a similar study for the other Karst region, i.e. the Austrian Military
Borderland was prepared by JOSIP WESSELY, a forest engineer, in 1873
(»Das Karstgebiet Militärkroatiens und seine Rettung, dann die Karstfrage überhaupt
«, Wien 1873). This edition was published in Croatian language as well. Resources
for Karst afforestation in the Military Borderland were provided by a
special regional foundation (Krajiška investiciona zaklada — Investment Foundation
of the Military Borderland). The execution of work was entrusted to a special
institution, which was founded in the town of Senj in 1978, i.e. Kraljevsko
nadzorništvo za pošumljenie primorskog krasa — ROYAL INSPECTORATE FOR
AFFORESTATION OF THE LITTORAL KARST. The celebration of the institution´s
centenary took place at Senj last November. This issue of Šumarski list
contains papers and speeches held at that celebration, with some supplement
(Jedlowski, Piškorić, Vanjković).

B. PRPIĆ has emphasized the contemporary importance of forests in the
Littoral part of Croatia, that is the ecological value of forests in that region, particularely
with regard to the tourist trade.
A- TOMAŠEVIĆ has given some general data on Karst in Yugoslavia, structure
of forests and forest soils (table 1), numerical data from investigation analysis
of ecological forest function, published by some foreign and our authors
(Š. Meštrović, V. Pleše), importance of forests for tourist trade, and modern
technical possibilites of afforestation and amelioration of Karst.

T. KRNJAK has presented the contemporary situation on the realization of
the provisions given by the Forest Law from 1977, refering to the degraded part
of the Karst region. According to that Law the renewal of forests in that part
of Karst should be financed by all the consummers of ecological benefits of forests,
i.e. not only by forest economy organizations in that region, but also by
the tourist trade, water and power authorities, water management etc. as well
as the communes and the Republic.
D. PRGIN spoke about merging of individual forest economy organizations
in Dalmatia into the so-called Forest Business Community of Dalmatia, which
merging is one of the preconditions for the most adequate realization of the
provisions from the Forest Law refering to the Karst region.
V. IVANČEVIĆ presented the foundation and activity of the Inspectorate
for afforestation of Karst at Senj in 1878. The Inspectorate was active until
114
